Welcome to the eNPQS website.

The National Productivity and Quality Specifications (NPQS) project is jointly led and managed by the Building and Construction Authority (BCA), Singapore Institute of Architects (SIA), Institution of Engineers Singapore (IES) and Association of Consulting Engineers Singapore (ACES), with extensive participation and contribution from professionals of both public and private sectors.

The NPQS is a set of standard specifications for building projects, developed under the recommendation of the Construction 21 blueprint. It covers the Architectural, Civil & Structural and Mechanical & Electrical works. NPQS aims to harmonise the industry building specifications and provide a standard platform for achieving greater efficiency and quality in the design and construction process.

A complete set of project specifications comprises two documents: the base NPQS and the Project Specific Data (PSD) sheets. The base NPQS is a set of reference document that sets out the common specifications and requirements for most common types of building works. The PSD sheets are simple templates created to allow the architects and engineers to input their project specific requirements that cannot be standardised in the base NPQS.

The electronic National Productivity and Quality Specifications (eNPQS) is an application software that enables easy access to the base NPQS and PSD templates for the preparation of building project specifications. All additions, amendments and omissions from the NPQS are tracked and compiled by the software. In addition, it provides an interface to electronic product catalogues (click here to view the BCA eCatalogue).

The eNPQS is available to the industry on an annual subscription basis. Target users of the NPQS are the developers, architects, consulting engineers, contracting companies, quantity surveyors and suppliers in the Architecture, Engineering and Construction (AEC) industry.

Discounts for Bulk Purchases

Firms that register for new subscriptions or renew their existing subscriptions for more than 5 sets of the same type of subscription package in a single transaction will enjoy a 15% discount for the 6th set and beyond for the same type of subscription package.

For new subscriptions or renewal of existing subscriptions, the subscription rates include a subscription license valid for one year, and updates posted on the eNPQS website during the valid subscription period.

Terms and Conditions

Upon payment of all subscription monies, you will be granted a non-exclusive license to use the eNPQS software and NPQS specifications on the following terms and conditions:

1. Each subscription license is valid for a period of one (1) year “the Subscription Period”. The Subscription Period starts from the date that the license is downloaded from the eNPQS website.

2. The Subscription Period shall be terminated without any notice to you if you are in breach of these terms and conditions. Upon termination of this license you will no longer be able to use or open the eNPQS.

3. Please refer to payment details for refund information.

4. Each licensed eNPQS software shall be installed in only one computer at any one time.

5. The Building and Construction Authority “BCA”, Singapore Institute of Architects “SIA”, Institution of Engineers, Singapore “IES” and Association of Consulting Engineers Singapore “ACES” are the only authorised distributors of the eNPQS software and NPQS specifications. Unauthorised distribution of the eNPQS software and NPQS specifications is strictly prohibited.

6. Copyrights and all other intellectual property rights in the NPQS specifications shall remain at all times the property of BCA, SIA, IES and ACES.

7. You may reproduce in whole or in parts the specifications for internal use in your office, or for inclusion in any drawings or contract documents used or intended to be used in connection with a building contract where you are a contracting party, or in connection with which you are engaged by one of the contracting parties in a professional capacity.

8. Copyright and all other intellectual property rights in the eNPQS software, documentation text and data shall remain at all times the property of BCA.

9. Reproduction of the eNPQS in any other forms or formats is prohibited unless approval in writing from BCA is obtained.

10. You shall not reproduce any part of the eNPQS or NPQS specifications on internet websites.

11. You shall not use, sell, assign, rent, sub-license, loan, mortgage, charge or otherwise deal in any way in the eNPQS or any interest in it except as expressly provided herein.

12. To enjoy the discount for bulk purchases, purchases have to be made in a single transaction, and of the same type of subscription package.

13.The Subscription Rates for eNPQS (Please click to view ) are subject to change without prior notice.

14. The eNPQS software can be downloaded from the Corenet website: http://www.corenet.gov.sg/enpqs/. Please follow these steps.
a) Login the eNPQS website using the ID and password.
b) Click on the “Get Installer” tab.

15. To receive all information and updates regarding the eNPQS software and NPQS specifications, ensure that you fill up your particulars accurately in the eNPQS registration portal.

16. These Terms and Conditions are subject to change without prior notice.

Disclaimer

17. The contents of the NPQS are intended for use as a general aid in the preparation of project specifications and appropriate adaptations shall be made where necessary. All users are solely responsible for the correct usage of the information and that the contents herein should be considered in conjunction with each project’s specific criteria.

18. The NPQS is jointly developed by the Public and Private sectors, including various public agencies, professional bodies and private firms. While every effort has been made to ensure the accuracy of the information contained in the NPQS and software, the authors, owners and contributors of the NPQS shall not be responsible to any person in respect of any use, whatsoever, to which the contents of NPQS may be put, or for any mistake, inaccuracy, omission or defect with regards to any information or software or part thereof contained within the NPQS or any advice given with respect to its use. Save as expressly provided by statute, all warranties, representations or implied terms of any kind relating to the NPQS are excluded. It is the sole responsibility of all users to verify such information as contained in the NPQS and to ensure that its application is correct and effective.

19. The eNPQS software includes electronic product catalogues, which link manufacturer and product details with appropriate clauses in the NPQS. NPQS does not approve or endorse the products included in the catalogues. It is the sole responsibility of the users to select appropriate products and ensure the selected products meet their specific requirements. NPQS takes no responsibility for product selection or specification by the user.

20. Once the Subscription Period has lapsed, you will no longer be able to open or use the eNPQS. Ensure that you renew your subscription before the expiry date, otherwise you will lose access to any project specifications which you have created. BCA, SIA, IES and ACES shall not be liable in anyway whatsoever if you fail to renew your subscription in time before the expiry date.

21. The software should be properly used with the operating system for which it is designed to ensure satisfactory performance.

22. BCA, SIA, IES and ACES shall not be liable to you for any loss or damage of any kind including lost profits, lost revenue, down time or other consequential loss arising from the use of or inability to use the software or from errors or deficiencies in it whether caused by negligence or otherwise except as expressly provided in this license.

I have read and agreed to be bound by the Terms of Conditions as stated above, and the information which I have entered in the eNPQS registration portal are all true and accurate.

Payment Procedures

1. Payment can be made through mail. Please print the Registration Acknowledgement Page and mail it together with the cheque to the address below.

2. All cheques should be crossed: “A/C payee only” and made payable to “Building and Construction Authority”. The Subscription ID (as printed in the Registration Acknowledgement Page) ,company name and login ID should be indicated clearly on the back of the cheque(s).

3. For delivery of the eNPQS CD-rom, ensure that the correct address has been registered.

4. You are advised to keep a copy of the Registration Acknowledgement Page for future reference.

1. Top-Up of Payment/Dishonoured Cheques
If the amount paid is lesser that the subscription amount due for payment, or if the cheque is dishonoured, the application would not be processed until the full payment is received. Please download the form “Top-Up of Payment_Dishonoured Cheque Form” attached below.

2. Overpayment
If the amount paid is greater than the amount of subscription due for payment, you can request for refund of overpayment. Please download the form “Credit Refund Request Form” attached below.

If BCA discovers a transaction that warrants a refund, BCA will initiate the refund to you.

3. Service not rendered
In cases where service is not rendered, e.g. application for eNPQS subscription is not approved, BCA will initiate a refund to you.

Refund

If a payment warrants a refund, (e.g. overpayment, service not rendered, etc), BCA will arrange to refund through cheque.

BCA will inform you in writing if a refund request is not valid.
